### Testing strategy
1. Add the `metrics` listener in your `homeserver.yaml`
```yaml
listeners:

1. Start the homeserver: `poetry run synapse_homeserver --config-path
homeserver.yaml`
1. Fetch `http://localhost:9322/_synapse/metrics` and/or
`http://localhost:9323/metrics`
1. Observe response includes the background processs metrics
(`synapse_background_process_start_count`,
`synapse_background_process_db_txn_count_total`, etc) with the
`server_name` label
During the migration the automated script to update the copyright
headers accidentally got rid of some of the existing copyright lines.
Reinstate them.

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

This is more involved than it might otherwise be, because the current
implementation just drops its logcontexts and runs everything in the sentinel
context.
It turns out that we aren't actually using a bunch of the functionality here
(notably suppress_failures and the fact that Distributor.fire returns a
deferred), so the easiest way to fix this is actually by simplifying a bunch of
code.
This is a mixed commit that fixes various small issues
* print parentheses
* 01 is invalid syntax (it was octal in py2)
* [x for i in 1, 2] is invalid syntax
* six moves
