* Removed upstream `name: pqcrystals-dilithium` and signature `name: dilithium` from `copy_from_upstream.yml`.
Removed everything under `src/sig/dilithium`
Re-run `copy_from_upstream.py -d copy`, which produced downstream changes to various build files.
