[FEATURE] Add support for transparency in SVG color params
...
...and update all bundled SVGs to suit
Non-bundled SVGs must add:
fill-opacity="param(fill-opacity)"
and
stroke-opacity="param(outline-opacity)"
to enable transparency support

Remove default outline-width param from included SVGs if

default value is non 0
using the monstrosity:
zerowidth='!0 '; grep -R -rl -P "\"param\(outline-width\) (?${zerowidth})(.*?)\"" | xargs sed -i -b 's/\(param(outline-width)\)[^"]*"/\1\"/g'
(fix #10908 )
