Try to get GISBASE from:
...
1. GISBASE env var
2. QSettings
3. --with-grass configure flag
Before resorting to asking the user for it. Still need to provide
some more information in the file dialog.

Merged in qgsproject-branch changes.

Also made QgsRasterLayer more robust in light of files with poor "no data" and
"min/max" value information.
Note that this hasn't been tested with windows versions.
