Server fix openapi HTML template and improve styling

Mostly cosmetic fixes plus re-add links to openapi
json in case content-type is NOT OPENAPI3, because
it would break validation in that cae.

Server OGC API OPENAPI validation

Fix some OPENAPI validation issues.
Swagger is happy now, except for the MAP=/...
in the query string: no query string parameters
are allowed in the endpoint, but we can
fix this in the web server configuration.
