Tom Lane e1a11d9311 Use FLEXIBLE_ARRAY_MEMBER for HeapTupleHeaderData.t_bits[]. ...

This requires changing quite a few places that were depending on
sizeof(HeapTupleHeaderData), but it seems for the best.
