Fix psql's tab completion for ALTER DATABASE ... SET TABLESPACE.

We have the infrastructure to offer a list of tablespace names, but
it wasn't being used here; instead you got "FROM", "CURRENT", and "TO"
which aren't actually legal in this syntax.
